REGULATIONS ON STATE PRICE ASSESSMENT SERVICE FEE
• For general customers

Prices of price appraisal services are specified in Article 11 of Decree No. 89/2013 / ND-CP detailing the implementation of a number of articles of the Price Law regarding price appraisal as follows:

1. Price of price appraisal service is done according to agreement between price appraisal enterprises and customers of price appraisal as prescribed in Clause 2, Clause 3, Clause 4 of this Article specified in price appraisal contract. In case of bidding for price appraisal services, regulations of the law on bidding for consultancy service bidding packages shall apply.

2. Bases for determining prices of price appraisal services:
a). Content, volume, nature of work and time of appraisal of prices.
b). The actual reasonable business costs corresponding to the service quality include:
- Salary expenses
- Expenses incurred in the process of surveying, collecting, analyzing and processing information
-  Financial expenses
-  Selling expenses
-  Enterprise Cost Management
- Other expenses as prescribed by law
c). Expenses for buying professional liability insurance or expenses for setting up the professional risk reserve fund.
d). The expected profit (if any) ensures that the price of a price appraisal service is consistent with the price level of similar price appraisal services in the market.
e). Financial obligations in accordance with the law.

3. Pursuant to the provisions of Clause 2 of this Article, the price appraisal enterprises shall promulgate and post up price lists of price appraisal services of their enterprises according to the provisions of Clause 6, Article 4 and Clause 5, Article 12 of the Law. the price is in the form of a package service price, according to a percentage (%) of the property value or the value of the project subject to appraisal of the price and another form decided by the enterprise in accordance with legal regulations. the law.

In addition, the cost of purchasing professional liability insurance or the cost of setting up the professional risk reserve fund at Point c, Clause 2 of this Article is also guided by Clause 2, Clause 3, Article 6 of Circular 38/2014. / TT-BTC.

• For the equitization of State-owned enterprises

The cost of valuation of enterprise valuation for the equitization of State-owned enterprises is determined according to Circular 196/2011 / TT-BTC dated December 26, 2011 of the Ministry of Finance. It is estimated that this cost is about 30-40% of the cost of equitization as follows:

- Not more than 200 million VND for enterprises with a value of less than 30 billion VND.
- Not more than 300 million VND for enterprises with a value of between VND 30 billion and 50 billion.
- Not more than 400 million VND for enterprises with a value of over 50 billion VND - 100 billion VND.
- Not more than 500 million VND for enterprises valued at over 100 billion VND.

In case the enterprise applies the underwriting method leading to the cost of equitization exceeding the prescribed framework, the Equitization Steering Committee shall report to the equitization-deciding agency for consideration and approval in the stock plan. partialization.

As such, price appraisal service prices are now being made according to an agreement between valuation enterprises and appraisal customers. The cost of valuation of enterprise valuation for the equitization of State-owned enterprises is determined according to Circular 196/2011 / TT-BTC dated December 26, 2011 of the Ministry of Finance.
