[UPDATED] Hanoi land price list 2026 by land location

30-09-2026

The Hanoi land price list 2026 officially applies from January 1, 2026 under Resolution 52/2025/NQ-HDND issued by the Hanoi Peoples Council. The land price list is structured into 17 areas with prices differentiated by land type, road or road section and the location of each land parcel. The highest residential land price is recorded at VND 702,194,000/m² for Location 1 on several streets in central Hanoi.

An important point when looking up land prices is that users cannot simply search for a street name and apply the highest listed price. On the same street, the price for Location 1 may differ significantly from Locations 2, 3 and 4. Residential land, commercial and service land and non-agricultural production and business land are also assigned different prices.

The article below summarizes several representative prices in the Hanoi land price list 2026, how land locations are determined and important considerations before applying a listed price to a specific case.

The table shows that prices for different locations on the same street can vary significantly. Therefore, knowing the street name is only the first step. Users must also correctly determine the location of the land parcel according to the criteria specified in the land price list.

How do prices vary by land type on the same street?

In addition to location, land use purpose also directly affects the applicable price.

For the Nguyen Trai section from Nga Tu So to Cau Moi, the land price data shows:

Before looking up a price, land users should verify the correct land use purpose stated in the legal documents. If the classification is unclear, refer to the article What is non-agricultural land? What types does it include?

Prices for perennial cropland

Under the same Appendix 18, perennial cropland in the group of wards located in the former urban districts is priced at VND 290,000/m². The group comprising adjacent communes and townships in Thanh Tri, Gia Lam and Thanh Oai, certain wards in Son Tay and the former Hoai Duc and Dan Phuong districts has a price of VND 218,000/m² in lowland areas.

In certain other areas, prices continue to vary depending on whether the land is located in lowland, midland or mountainous areas.

Prices for aquaculture land and forest land

Appendix 18 also separately provides prices for aquaculture land and protection forest, special-use forest and production forest land.

For example, aquaculture land in the group of wards located in the former urban districts is priced at VND 290,000/m². Prices are significantly lower in certain mountainous areas. For forest land, listed prices generally range from VND 41,000–69,000/m² depending on whether the area is classified as lowland, midland or mountainous.

These figures show why a single agricultural land price should not be applied throughout the entire city.

To better understand different land categories before looking up prices, refer to the article What is agricultural land? Classification, land use term and value determination.

What is the highest land price in Hanoi in 2026?

The highest residential land price in the Hanoi land price list 2026 is VND 702,194,000/m² for Location 1 on several streets in the central area.

For Ly Thuong Kiet Street, the recorded prices are:

Location

It should be noted that VND 702,194,000/m² is a price specified in the land price list. It is not a mandatory selling price or the market price of every property on the street.

Hanoi divides its 2026 land price list into 17 areas

The non-agricultural land price list is organized into 17 areas.

For example, Area 1 includes the following wards:

  • Tay Ho;

  • Ngoc Ha;

  • Ba Dinh;

  • Giang Vo;

  • O Cho Dua;

  • Hoan Kiem;

  • Van Mieu – Quoc Tu Giam;

  • Cua Nam;

  • Hai Ba Trung.

Land price data indicates that this area includes many of the streets with the highest listed prices.

Land users need to identify the correct current commune or ward and its corresponding area rather than relying solely on the names of districts that existed before the administrative reorganization.

What do Locations 1, 2, 3 and 4 mean in the land price list?

For non-agricultural land, the location of a land parcel is an important factor affecting its listed price.

Location 1 generally refers to a land parcel that directly fronts a road or street in accordance with the prescribed criteria and usually carries the highest price.

Location 2 generally applies to a land parcel located further inside but still accessible under the prescribed road or alley criteria.

Locations 3 and 4 apply to land parcels with less favorable locations or accessibility than those in the preceding categories.

The Resolution also contains specific provisions for rural residential areas and cases involving land allocation or leasing for investment, production and business purposes.

Therefore, it should not be automatically assumed that: “Land located in an alley must be classified as Location 2.” The applicable criteria and the actual conditions of the land parcel must be fully reviewed.

How to look up the Hanoi land price list 2026

To reduce the risk of applying an incorrect price, land users can follow these five steps.

Step 1: Determine the land type

Check the land use purpose stated on the Certificate or other legal documents to determine whether the property is residential land, commercial and service land, non-agricultural production and business land, agricultural land or another land type.

Step 2: Determine the area

Identify the commune or ward where the property is located and match it with the corresponding area in the land price list.

Step 3: Determine the street or road section

A road may be divided into several sections with different prices. Therefore, finding the correct street name alone does not necessarily mean that the correct price has been identified.

Step 4: Determine the location of the land parcel

For non-agricultural land, determine whether the property falls under Location 1, 2, 3 or 4 according to the criteria specified in the land price list.

Step 5: Identify the correct price

Only after determining the land type, area, street or road section and location of the land parcel should the corresponding price in the relevant appendix be applied.

This approach helps avoid applying a Location 1 price to a property situated deep inside an alley or applying a residential land price to land with a different use purpose.

Does the Hanoi land price list 2026 have a K coefficient?

Yes.

The Hanoi Peoples Committee issued Decision 19/2026/QD-UBND dated February 2, 2026 on the land price adjustment coefficient in Hanoi. The Decision took effect on the same date.

The adjustment coefficient should not be understood as a single figure that applies equally to every case. Its application must be based on the relevant purpose, type of financial obligation and specific regulations currently in force.

Therefore, when calculating land-related payments or handling a specific case, the land price list, adjustment coefficient and corresponding legal basis should be considered together.

What is the Hanoi land price list 2026 used for?

The land price list is used in cases prescribed by land law. It is not a list of asking or selling prices for real estate in the market.

Depending on the specific matter, its application also requires the correct identification of the land type, purpose for using the land price list, financial obligations and regulations in force at the relevant time.

As the land law framework underwent adjustments during 2025–2026, specific cases should be handled according to the legal documents currently in force rather than applying calculation methods from previous years. Procedures relating to land price lists and land prices also involve the 2024 Land Law, Decree 71/2024/ND-CP, Decree 226/2025/ND-CP, Resolution 254/2025/QH15 and Decree 49/2026/ND-CP.

Is the Hanoi land price list 2026 the same as market value?

The land price list should not be considered equivalent to the market value of a specific land use right.

The land price list contains prices issued by the competent authority and used in cases prescribed by law.

An asking price, by contrast, is the price proposed by a seller and may not be the final transaction price. Reference transaction prices should also be assessed for reliability, transaction conditions and comparability with the property being considered.

The value of a specific land use right may also be affected by location, frontage, parcel shape, accessibility, land use term, legal status, planning, infrastructure, utilization potential and market conditions.

Therefore, a price from the land price list or an asking price should not automatically be treated as the value of the property.

You can also refer to the article What is land use rights value? Understanding land value correctly.

Difference between Hanoi land price list 2026 and market value of land use rights

Why can two land parcels on the same street have different values?

Even when two land parcels are located on the same street, their values may differ because:

  • One parcel fronts the street while the other is located in an alley;

  • Access road widths differ;

  • Areas and parcel shapes differ;

  • Land use purposes differ;

  • Land use terms differ;

  • Legal status differs;

  • Utilization or development potential differs;

  • Planning and infrastructure have different impacts.

Therefore, the listed price is one reference that must be used for its proper purpose rather than the sole formula for determining the value of every property.

Factors affecting value are analyzed in detail in the article Factors affecting land use rights value.

Does an increase in the land price list cause property prices to rise accordingly?

No direct conclusion can be made.

Changes in the land price list may affect certain financial obligations, expectations of land users and market decisions.

However, real estate transaction prices also depend on supply and demand, interest rates, access to credit, planning, infrastructure, legal status, utilization potential and buyer and seller sentiment.

Therefore, if prices in the land price list increase by a certain percentage, this does not mean that all market transaction prices will increase by the same percentage.

When is the land price list sufficient and when is an appraisal needed?

Looking up the Hanoi land price list 2026 is appropriate when a land user needs to identify the prescribed price for a specific land type, area, location and legal purpose.

If the objective is to determine the value of a specific property for bank financing, sale and purchase, transfer, capital contribution, M&A, investment, asset disposal or asset management, relying solely on the land price list is generally insufficient.

In such cases, additional factors should be considered including legal documentation, land parcel characteristics, location, land use term, utilization potential and relevant market data.

Readers can refer to the Land and land use rights appraisal page of Hoang Quan Appraisal for information about the scope, required documents and appraisal process.

Hoang Quan Appraisal provides land use rights and real estate appraisal services for individuals, businesses, banks and organizations that need to determine asset value.

For real estate in Hanoi, appraisal is not based solely on the land price list. It also requires appropriate consideration of land type, appraisal purpose, legal documentation, location, land use term, land parcel characteristics, planning, infrastructure, utilization potential and market data.

The land price list is a source of information with a specific role under land law but should not be regarded as the default appraisal result for a specific land use right.
